There is considerable debate about who should create the strategic organizational plan. It doesn’t matter who does it as much as it matters that it is done. It is the board’s job to assure that effective planning is done.
What is effective planning? It is when the mission and direction are translated into specific, measurable goals and objectives. If the plan is created by the CEO, it is up to the board to ask good questions about the plan. It is also critical that the board monitor progress on the plan.
